Please kindly read and understand all the rules and regulations fully and completely, any complaints regarding the rules and regulations will not be entertained.
Registration & Entrance Fees
1. All troops, units and coy are required to register themselves on the 16th June 2010 by 7.00a.m. at the registration counter.
2. The registration fees of RM20.00 per participant must be paid during registration on 16th June 2010.
3. Scout masters and teacher advisors are excluded from paying the fees.
4. Fees paid are to cover for identification badges, booklet, meals, refreshments, hall and air-conditioners rental fees and other expenses in hosting the event.
Security & Discipline
1. Tickets/ identification badges which will be distributed to all registered participants after payment must be shown each time before entering the hall.
2. For security purpose, those who fail to show the ticket/ identification badge will not be allowed to enter the hall until verified as a registered participant.
3. The leaders of respective troops, units or coy are responsible for controlling the discipline of their own members.
4. Anyone caught possessing prohibited drugs, tobacco products or alcoholic drinks will be expelled from the gathering immediately or handed over to the Royal Police Force of Malaysia for further investigation.
5. Alcohol consumption and tobacco are forbidden within the school compound.
6. All participants are not allowed to leave the gathering and hall without the approval from the Organizing Committee or their respective leaders.
7. Break-dancing and shuffling is forbidden in the entire gathering and free dance session unless permitted.
8. Any accidents must be reported to the Organizing Committees immediately.
9. Whistle is only allowed for alerting participants during emergencies.
10. Participants are advised not to bring valuable items to the event.
11. The Organizing Committees are not responsible for any damage, loss or theft to personal property or any unforeseen mishap.
Dress Code
1. Participants are required to be in complete and proper full uniform during the gathering unless permitted by the Organizing Committees.
2. Participants are required to wear their scarf at all times unless permitted.
Hall
1. All participants will be seated according to their troops, units or coy in the hall during the gathering.
2. Banners, flags and etc. are allowed for decorating and supporting purpose, however care must be taken towards the floor, wall, curtains, windows and sounding proofing panels in the hall.
3. Compensation from the responsible troop, unit or coy is required for any damage done to the hall and its properties.
4. Everyone is responsible for the hall’s hygiene, hence, leaders are to ensure the cleanliness in the area of their own troop, unit or coy at all the time.
Classrooms
1. Classrooms will be provided to all troops, units and coy.
2. The classrooms must be kept clean and tidy at all times, and restored to its original condition after use.
3. Lights and fans should be switched off when the classroom is empty.
4. Male and female participants will be allocated in different blocks, and are prohibited from entering their male or female counterparts’ block. Any attempts made will not be tolerated.
5. Compensation from the responsible troop, unit or coy is required for any damage done to the class and its properties, and the deposit for classrooms will not be refunded.
6. All participants should leave the classroom during the gathering unless permitted by the Organizing Committees.
7. The class deposit will not be refunded if there is any violation to these rules.
Conduct
1. The Scout Law, Chung Ling High School’s Rules & Regulation and ultimately the Legal System of Malaysia shall be abided or actions will be taken.
2. All participants must be well disciplined and co-operative at all times.
3. All participants are responsible for the school’s hygiene, thus littering of trash, garbage and etc. is prohibited.
4. Vulgar language and obscene gestures and misconducts will not be tolerated.
5. Violation to any of the rules to an intolerable degree will result in the expulsion of the participant from the gathering.
6. Those who violate the Malaysian Legal System will be handed over to the Royal Police Force of Malaysia.
Medical Advisory
1. Participants with any medical conditions are advised to prepare their own medication and their participation in any activities shall be at their own risk.

MEETING’S RULES AND REGULATIONS
1. BOS and the conveners have the highest power in all meeting.
2. Punctuality is important.
3. Proper and complete uniform must be worn as how one is informed earlier.
4. The meeting room must be kept hygienic and tidy.
5. No food is allowed into the meeting room.
6. No dialects and vulgar languages are allowed during meeting.
7. Cell phones or alarms shall be muted during the meeting.
8. Every meeting must be recorded, through voice recording (if necessary) and meeting minutes should be done afterwards (by BOS).
9. Those who attend any meeting must have recording device (paper and pen is compulsory).
10. The meeting shall follow the prepared agenda.
11. Be prepared and ensure that all the participants can be as well.
12. Members wishing to make a contribution during meetings shall grant permission from the Convener.
13. Only one speaker may speak at a time.
14. All members are expected to participate in discussions during meetings.
15. Stay on topic.
16. All ideas have value.
17. Ideas may be debated but personal attacks are not permitted.
18. One shall pay full attention and respects the presenter.
19. Members will not interrupt one another during discussions.
20. Silence equals assent.
21. Self control (on one’s own attitude, behavior and volume) is essential throughout the meeting.
22. One could be expelled from meeting by the convener, BOS or the majority if requisite.
23. No one person shall dominate a discussion.
24. Members all share equal status and authority.
25. Wrap up meetings with a clear statement of the next steps and who is to take them.
26. Meetings shall begin and end according to their scheduled times. Decisions to works beyond a scheduled ending time may be made through consensus of members present.
27. Meeting minutes must be completed and handed in (by BOS) within 1 week's time shortly after a meeting is held.
28. Any document concerning a meeting especially circulars and meeting minutes must be kept by BOS for further referring.
29. Any members may call the question of any member's failure to adhere to these ground rules at any point during meetings.
30. BOS and the conveners reserve the right to amend any of the rules.
